Joint IHL Forum - December 2014
The Joint International Humanitarian Law (IHL) Forum
ALMA and the Radzyner School of Law of the Interdisciplinary Center (IDC) Herzliya would like to invite you to next session of the Joint International Humanitarian Law Forum. The session will be held on Wednesday, December 10, 2014, 18:30 in room C110 (Arazi-Ofer Building, 2nd floor) at the IDC.
In this session ALMA Chairman Adv. Ido Rosenzweig will discuss his recent publiaction:
Combatants Dressed as Civilians?
The Case of the Israeli Mista’arvim under International Law
(Policy Paper of the Israeli Democracy Institute, download here)
The policy paper provides an overview of the Israeli undercover units known as Mista’arvim—elite units of Israeli soldiers operating in the West Bank and Gaza while disguised as local Arabs—and analyzes the legality and implications of the use of these units for law enforcement and combat operations under international law.
The paper asserts that undercover operations are not prohibited under international law per se unless they violate principles of international law or constitute a war crime such as perfidy. In addition, it draws practical and operational conclusions and includes recommendations to guide Israel’s military forces in the deployment of undercover units in the future.
Following the presentation, there will be an open round table discussion.
Please note that the session will be conducted in Hebrew. (However, per sufficient preliminary request the presentation and discussion could be conducted in English.)
The meeting is free and open to the public. If you wish to attend the meeting please register in advance via forum@alma-ihl.org.
Sincerely,
Ms. Shani Dann, Joint IHL Forum Coordinator
Adv. Ido Rosenzweig, ALMA Chairman
